You are correct in assuming that means UHE is about to re-release The Mummy and The Mummy Returns once again on DVD and Blu-ray just before the third movie, Tomb of the Dragon Emperor hits theatres in August 1st.
Both will receive 2-disc Deluxe Edition treatment. The Mummy and The Mummy Returns will feature essentially the same extras the Ultimate Editions did back in the day with an added featurette on The Mummy: Tomb of the Dragon Emperor, and a digital copy of the film.
